About one-third of the population of Mashhad (Iran's second largest metropolitan area) has been living in the suburbs, and the negative consequences of this displacement, such as uneven urban growth and lack of land use in accordance with urban development plans, have reduced the quality of services provided to citizens in the city. Effortless. One of the lands in the Mashhad area is a land known as the 176 Mashhad Plateau Land covering an area of ​​2,380,000 square meters. These land uses in the upstream urban development plans are mainly defined as green space and service areas and this has led Mashhad Municipality to begin the process of ownership of these lands for a period of 10 years and thus has 4356 share of citizens ownership has shifted to Municipality of Mashhad (which means 1510000 square meters out of 2360000 square meters total). Given the municipality's limitations in funding and raising public protests in this regard, the implementation of three scenarios (1. zero, 2. basic, and 3. maximum) is designed to continue the process of land acquisition and liberation in urban development plans. It is defined that the present study aims to measure the response of the remaining landowners and expert urban experts on the probability of success of each of these scenarios.
